They most respectfully suggest that such
an inferiority does in fact occur in the
salary scales for their Department
recently proposed by the Anomalies
Committee.
They beg to point out that the West
African Scales may be said to consist
of three parts, a 15 year time scale,
a 4 year "senior grade" scale, and
certain enumerated superscale posts.
The proposed scales for Hong Kong,
however, consist of only two parts, 2.
15 year time scale, and an incremental
Headmasters scale.
If this Headmaster's scale is to be
regarded as a sucer scale then it is
your petitioners' humble contention that
no provision has been made in the Hong
Kong scales for a grade equivalent to
that of the Senior Grade in West Africa.
If, on the other hand, the Headmasters'
scale is to be regarded as the senior
grade of the time scale, then Hong Kong
cannot be said to possess any super
scale posts.
It will be seen therefore that, whichever
view is taken, the proposed scale for
Hong Kong is inferior to that of West
Africa.
